The Claim
For decades, the demand for the return of confiscated properties have been going on. The following are a few moments to show the continuity of the quest for restitution.

Confiscation and tragic fate
Federal People’s Republic of Yugoslavia
When the Federal People’s Republic of Yugoslavia was formed, the state took over factories and private properties through confiscation procedings. All movable and immovable properties became property of the state and no longer of its original owners.
Our family (Vuckovic Brother’s), had a long list of properties confiscated, and among the many properties confiscated, was also the factory by them, a prosperous producer of great value. But also lands in Tivat, land an property in Dobrota, Skaljiari, Kotor, Belgrade, and fields in Silbas, were confiscated.
Aleksander Vuckovic was beaten to death, after wich he was thrown off a cliff, into the sea.
Milutin Vuckovic, was imprisioned and his two sons ( children then), were subjected to forced labour, in reeducation camp.
After three years, they were released by the intervention of the US Embassy, and were able to go to their country of residence.
Dragutin Vuckovic was allowed to occupy a small place at the back of the court yard of the Villa Maria (the Vuckovic familiar residence, next to the factory).
After a few years, he died of a heart attak in the streets if Kotor.
Ljubisav Vuckovic, was declared as a ”enemy of the class”, and an ”enemy of the people”, so decided to escape with his family, before being imprisioned.
Start to claim
Economical compensation to Milutin Vuckovic.
After this process, MIlutin Vuckovic, now back in the US, initied his claim through the US Embassy, and he could get compensated with a little ammount (part of the value of the Riviera’s Factory, only his 1/4, as there were four partners) he recieved it, for beeing American citizen. The restitution was granted, for a fiscal valuation price; and not the real valuation (the market price of the factory), wich was considerable lowe.
Meanwile, Dragutin Vuckovic, in the same year that Milutin was compensated, and Aleksander Vuckovic was murdered, so they did not recieved any compensation. Ljubisav Vuckovic (settled in Argentina, since 1948), tried to claim, from the US and Argentina, without any success, and also died without being compensated.
Milutin and family.
Ljubisav and family.
Restitution Process
After Yugoslavia’s dissolution
After the Balkan war, with Yugoeslavia dissolved, Larry Vuckovic (Milutin’s Vuckovic son) he communicated with Darinka Vuckovic (Ljubisav’s daughter), and they agreed to take up the claim with the State of Serbia and Montenegro.
After decades of claims, and provision of documents, meetings with ambassadors, trips to the country, they did not get the restitution of the property.
In 2006, the State of Montenegro became independient from Serbia, and granted a 15-day deadline for those whose property had not been returned to them to apply to a Restitution Comission through a legal process. Branko Vuckovic and Mary Cosulich, had presented the requiered documentation, for this purpose and prove that they are the legitimate heirs of Ljubisav Vuckovic (their grandfather). Aleksander and Dragutin Vuckovic, the great grand uncles had not descendants).
Thus, in 2018, the fifth generation of the Vuckovic Family is making the calim. After the dismissal of President Milo Dukanovic, the ministries in the state, were reorganised and the case was transferred to the Ministry of Finance.
Here you can see an index (not exhaustive, but with the main elements), of the documentary contributions made by the family to demostrate the legitimacy of the claim, for restitution of all the confiscated properties.
