On March 18, 2025, some of the heirs and claimants of Riviera Factory of Kotor and other properties expropriated from the Vuckovic family, along with their lawyer Vuk Jaredic, were received at the Ministry of Urban Planning and State Assets by its Deputy Minister Majda Adzovic.
At this meeting, after having expressed their claim as legitimate heirs to the Riviera Factory, among other properties belonging to the Vuckovic family, current Deputy Minister Majda Adzovic expressed her fear of triggering a possible domino effect for other families with properties expropriated during the period of communist Yugoslavia, if the family’s properties be legally restoring.
While such a domino effect is not possible, as the legal deadline for requesting restitution before the Bar Restitution Commission has expired, the Deputy Minister also claimed the financial insolvency of the Montenegrin State to undertake such restitution.
In this context, the Vuckovic family expressed its willingness to engage in broader negotiations, which would establish a commitment to investment and real estate, tourism, and commercial development on the lands to be restored. This proposal would not cause economic damage to the Montenegrin state, but would instead add value to the city of Kotor’s tourism and commercial infrastructure, as well as create new jobs and employment opportunities. Furthermore, it would transform the legendary ruins of the former Riviera soap factory into the new urban landscape that Kotor deserves as the pearl of the Adriatic and Montenegro’s most important tourist city.
The deputy minister expressed her willingness to evaluate the possibility of this project; however, it is currently being stoped due to the lack of cooperation from the Municipality of Kotor and the refusal of the Technical Department of the Municipality of Kotor to provide the Master Plan necessary for the development of projects and urban planning in the area.
